Osaka Flight Path Noise Map – Osaka International Airport (ITM)
Aircraft noise around Osaka in October 2026
Loudest neighborhoods near Osaka: Hotarugaike (Toyonaka), Senri River embankment (Toyonaka), Itami city centre (Hyogo), Ikeda, Kawanishi (Kuko area). Quietest: Minoo, Suita, Nishinomiya, Shin-Osaka / Yodogawa-ku (Osaka). Busiest around 10 AM local time averaging 400 flights/day. Source: Flight Path Noise monitoring data, 30 days to 2026-10-19.
Does Osaka Airport have a curfew?
Yes — a hard 7 AM–9 PM operating window; no flights overnight.
Itami has a hard 07:00-21:00 JST operating window (14 hours). No civil takeoffs or landings are permitted before 07:00 or after 21:00 — flights that can’t land or depart by 21:00 are diverted or cancelled. As of 1 April 2025, Kansai Airports also applies a night-time noise surcharge (at roughly double the normal landing fee) to flights operating past 21:00, to discourage delays into the curfew. The overnight period is genuinely quiet.
Osaka International Airport (Itami, ITM/RJOO) is Japan’s textbook airport-noise battleground: a busy domestic hub wedged into dense Osaka suburbs barely 11 km from downtown, whose decades-long noise litigation helped shape Japanese environmental law and pushed international flights out to Kansai (KIX) in 1994. To control noise, Itami flies a near-permanent one-way pattern — aircraft almost always land and take off to the north-west on RWY 32, with the “reverse” RWY 14 direction used only about 1 percent of the year during strong southerly winds. The result is the famously low final-approach overflight of Toyonaka’s Senri River embankment, a spot so close to landing jets it has become a national plane-spotting shrine. A hard 07:00-21:00 operating window, a ban on tri-jets and larger aircraft, and steep-climb / delayed-flap procedures round out one of the strictest noise regimes at any major Japanese airport.
Which neighborhoods are quietest — and which aren’t
Itami has two parallel runways on the same 14/32 alignment (~140°/320°): the main B runway 14R/32L at 3,000 m, used by all jets and heavy aircraft, and the shorter A runway 14L/32R at 1,828 m, used mainly by smaller and turboprop aircraft. Because the airport runs a near-permanent RWY 32 pattern, the noise footprint is unusually fixed and predictable — it lies along a north-west/south-east axis through the field, with landings over the south-east end (Toyonaka) and departures climbing out over the north-west end (Itami, Ikeda, Kawanishi).
| Area | Aircraft noise | Why |
|---|---|---|
| Hotarugaike (Toyonaka) | ✈︎✈︎✈︎ | Directly under the RWY 32 final approach; very low landing overflights |
| Senri River embankment (Toyonaka) | ✈︎✈︎✈︎ | At the RWY 32 threshold; jets cross ~30-40 m overhead |
| Itami city centre | ✈︎✈︎✈︎ | Off the RWY 32 departure end; climb-out overhead |
| Ikeda | ✈︎✈︎✈︎ | Under the north-west departure climb corridor |
| Kawanishi (Kuko area) | ✈︎✈︎✈︎ | Under the RWY 32 departure climb to the north-west |
| Hattori / Shounai (Toyonaka) | ✈︎✈︎ | On the south-east axis but farther out; aircraft higher |
| Toyonaka city centre | ✈︎✈︎ | Slightly off the main 32 corridor; affected mainly by reverse RWY 14 |
| Takarazuka | ✈︎✈︎ | Skirts NW departures; on the reverse-op arrival routing |
| Amagasaki | ✈︎✈︎ | On the curving arrival routing used during reverse RWY 14 ops |
| Minoo | ✈︎ | North-east of the field, off the main axis |
| Suita | ✈︎ | South-east and off the primary corridors |
| Nishinomiya | ✈︎ | Well south-west; only marginal exposure during reverse ops |
| Shin-Osaka / Yodogawa-ku | ✈︎ | Distant south-east path; aircraft are high here |
If aircraft noise is the deciding factor, the practical move around Itami is to get off the north-west/south-east runway axis — north-east toward Minoo, east toward Suita, or well south-west toward Nishinomiya. These areas sit clear of the normal RWY 32 tracks and only catch marginal noise during the rare reverse-runway days. The places to think hardest about are the ones directly under the landing threshold (Hotarugaike, the Senri River embankment) and directly off the departure end (Itami city, Ikeda, Kawanishi) — if you’re looking at a specific street there, drop a pin on the map above.
Flight patterns and runway use
Itami’s defining feature is its almost permanent one-way noise-control pattern. On the great majority of days, aircraft both land and depart to the north-west using RWY 32 (32L on the main B runway, 32R on the shorter A runway). Arrivals approach from the south-east, descend low over Toyonaka — crossing the Senri River embankment at the south end of the field roughly 30-40 m overhead — and touch down heading north-west. Departures then climb out to the north-west over Itami, Ikeda and toward Kawanishi.
The reverse RWY 14 direction is the exception, used only when strong southerly or easterly winds make north-west operations unsafe — roughly 1 percent of the year, concentrated in spring and summer and during typhoons. (Some sources cite a few percent on a different measurement basis, but the official airport figure is about 1 percent.) In that configuration the pattern flips: departures climb south-east over Toyonaka, and arrivals route west around Shin-Osaka and curve up via Amagasaki and Takarazuka. That’s why several otherwise-quiet south-western and northern areas appear in the medium tier — they only get traffic on these reverse-runway days.
A tight set of noise-abatement procedures shapes the rest. Departures fly steepest-climb profiles; approaches use delayed-flap / reduced-flap techniques to keep aircraft cleaner and quieter; and reverse-thrust on landing is limited to idle between 19:00 and 21:00 JST. Crucially, commercial passenger aircraft with three or more engines have been banned since April 2006, so only twin-engine domestic jets and turboprops operate — there are no large four-engine widebodies in the pattern at all. The route-density layer on the map above shows this as a single bright corridor running north-west/south-east through the field, with very little spread elsewhere.
When is it quietest?
Itami’s strict operating window makes its daily noise profile unusually clean:
- Curfew (21:00 - 07:00): silent. No civil takeoffs or landings are permitted in this window — flights that can’t make it by 21:00 are diverted or cancelled. This guaranteed overnight quiet is the single biggest reason the dense surrounding suburbs remain liveable.
- 07:00 onward: the morning departure bank begins immediately at the open of the window, with back-to-back domestic departures climbing out to the north-west.
- Daytime (mid-morning to late afternoon): sustained, steady domestic traffic on the RWY 32 pattern — arrivals over Toyonaka, departures over Itami and Ikeda.
- 19:00 - 21:00: still busy with evening arrivals, but landings in this window must keep reverse-thrust at idle, which trims the loudest part of each landing for residents near the threshold.
- After 21:00: nothing, by rule.
The other thing to watch is the wind. On most days the pattern is fixed, but when a strong southerly sets in (spring, summer, typhoon season) the airport flips to reverse RWY 14, and areas that are normally quiet — south-west toward Amagasaki and Nishinomiya, north-west toward Takarazuka — suddenly catch the arrival or departure routing for a day or two. For your specific address, the pin-drop tool above shows the hourly profile.
How to check noise at your specific address
The map above answers “is this spot loud?” Three steps:
- Search your address or postcode in the bar at the bottom of the map.
- Drop a pin — click the location marker that appears.
- Read the noise report in the sidebar: average daily noise (Leq), peak observed dB, flights per day passing within 2 km, and an hourly breakdown.
The Noise Heatmap layer (orange/red = louder) and the Route Density layer (purple/magenta = busier corridors) make Itami’s one-way pattern obvious: a single corridor running north-west/south-east through the field, brightest right at the RWY 32 threshold over Toyonaka’s Senri River embankment and along the north-west departure climb over Itami and Ikeda. Most addresses off that axis — toward Minoo, Suita or Nishinomiya — will land in the green/quiet zone for daytime noise, and the 21:00-07:00 curfew handles the overnight on its own.
For official follow-up, aircraft-noise and flight-path inquiries for Osaka International Airport go to the Kansai Airports environmental inquiry window (phone 06-4865-9563), and both the City of Itami and Osaka Prefecture publish noise-monitoring and flight-path data for residents.
Frequently asked questions
- Is Itami Airport loud to live near?
- It depends almost entirely on which side of the airport you are. Itami runs a near-permanent one-way pattern: aircraft land and take off to the north-west on RWY 32 nearly every day of the year. That puts Hotarugaike and the Senri River embankment in Toyonaka directly under very low landing jets (roughly 30-40 m overhead at the threshold), and Itami city, Ikeda and Kawanishi under the departure climb. Areas off that north-west/south-east axis — Minoo, Suita, Nishinomiya — get far less. Drop a pin on the map above to see the exposure for your exact address.
- Why do planes always land over Toyonaka and the Senri River?
- For noise control, Itami flies an almost permanent one-way RWY 32 pattern: arrivals approach from the south-east and descend low over Toyonaka's Senri River embankment (千里川土手) before touching down toward the north-west. The 'reverse' RWY 14 direction is used only when strong southerly or easterly winds make it unavoidable — roughly 1 percent of the year, concentrated in spring-summer and during typhoons. So the low landing overflights at the south end of the field happen on the great majority of days.
- Which Osaka neighborhoods near Itami are quietest?
- Areas off the north-west/south-east runway axis are the quietest: Minoo to the north-east, Suita to the east/south-east, and Nishinomiya to the south-west all sit clear of the normal RWY 32 tracks and only catch marginal noise during the rare reverse operations. The most consistently affected places are Hotarugaike and the Senri River embankment (under landings), and Itami city, Ikeda and Kawanishi (under the north-west departure climb).
- How low do planes fly over the Senri River embankment?
- Very low. The Senri-gawa dote in Toyonaka sits essentially at the RWY 32 landing threshold, so arriving jets cross roughly 30-40 m overhead just before touchdown. That extreme proximity is why the embankment has become a national plane-spotting shrine. It also means the residential areas immediately under that final approach, like Hotarugaike, get the loudest and most frequent overflights of any neighbourhood around the airport.
- What aircraft can use Itami, and are there noise procedures?
- Only twin-engine aircraft operate at Itami — commercial passenger jets with three or more engines (tri-jets and larger) have been banned since April 2006, so you'll see twin-engine domestic jets and turboprops only. Noise-abatement procedures include steepest-climb departures and delayed-flap / reduced-flap approaches. Reverse-thrust on landing is limited to idle between 19:00 and 21:00 JST. Itami is also domestic-only — international flights moved to Kansai (KIX) in 1994.
- Is the airport above Itami or Kansai (KIX)?
- This page is Osaka International Airport (Itami / ITM, ICAO RJOO) — the close-in legacy airport about 11 km from central Osaka, straddling Itami in Hyogo plus Toyonaka and Ikeda in Osaka. It is domestic-only. It is not Kansai International (KIX / RJBB), which sits on a man-made island in Osaka Bay and handles the international flights, and it is not Kobe (UKB / RJBE).
- How do I report aircraft noise at Itami?
- Aircraft noise and flight-path inquiries for Osaka International Airport go to the Kansai Airports environmental inquiry window (phone 06-4865-9563, or via kansai-airports.co.jp/en/inquiry/). The City of Itami and Osaka Prefecture also publish noise-monitoring data and flight-path information for residents. To understand your own exposure first, drop a pin on the map above.
